Al-Ma’idah 21 does not grant the Holy Land to the Jews as permanent owners. The classical tafsir identifies three meanings of “He wrote for you” — none of which establishes original or permanent Jewish ownership. The Quran defines Moses’s people as Muslims, and the earth belongs to Allah, who gives it as inheritance to His righteous servants regardless of ethnicity.


The Verse and the Christian Claim

The Christian argument is based on Quran 5:21, where Moses says to his people:

Al-Ma’idah 5:21 ﴿يَا قَوْمِ ادْخُلُوا الْأَرْضَ الْمُقَدَّسَةَ الَّتِي كَتَبَ اللَّهُ لَكُمْ وَلَا تَرْتَدُّوا عَلَىٰ أَدْبَارِكُمْ فَتَنْقَلِبُوا خَاسِرِينَ﴾

“O my people, enter the Holy Land which Allah has assigned to you and do not turn back [from the religion] and [thus] become losers.” (Al-Ma’idah: 21)

The Christian argument: Allah wrote this land for the Children of Israel; therefore it belongs to them.

The response: this argument selectively quotes one of several interpretive positions while ignoring the others, ignores the conditional nature of the grant, ignores the Quranic definition of who Moses’s people actually were, and ignores what the Arabic words “kataba” and “sakana” actually mean in their classical sense.


What the Classical Tafsir Actually Says — Multiple Opinions on “He Wrote for You”

Al-Nasafi — Madarik al-Tanzil

Al-Nasafi — Madarik al-Tanzil wa Haqaiq al-Ta’wil, Al-Ma’idah: 21 “{O my people, enter the Holy Land} meaning the purified or blessed land, which is the land of Jerusalem or Syria. {Which God has assigned to you} He divided it for you or named it or wrote in the Preserved Tablet that it is your dwellings. {And do not turn back} and do not turn back in defeat out of fear of the tyrants out of cowardice, or do not turn back in your religion, or you will become losers — then you will return as losers of the reward of this world and the Hereafter.”

Al-Tabari — Jami’ al-Bayan

Al-Tabari — Jami’ al-Bayan fi Tafsir al-Qur’an, Al-Ma’idah: 21 “What he means by his statement: {which Allah has prescribed for you} is that which He has established in the Preserved Tablet that they are for you dwellings and stations, apart from the tyrants who are in them… It was written for the Children of Israel as a home and dwellings, and they lived in it and settled in it, and it became theirs as God Almighty said. And Moses said to them: {Enter the Holy Land which God has written for you} meaning: God wrote it for the Children of Israel — and those whom Moses commanded to enter it were from the Children of Israel — and he did not mean that God Almighty wrote it for those whom He commanded to enter it specifically.”

Al-Qurtubi — Al-Jami’ li Ahkam al-Qur’an

Al-Qurtubi — Al-Jami’ li Ahkam al-Qur’an “{Which Allah has prescribed for you} meaning He imposed its entry upon you and promised you its entry and residence for you.”

And Al-Qurtubi quotes the range of scholarly opinions on the location: “He said: Al-Zajjaj: Damascus, Palestine, and some of Jordan. Qatada’s statement includes all of this.”

Al-Baghawi — Ma’alim al-Tanzil

Al-Baghawi — Ma’alim al-Tanzil, Al-Ma’idah: 21 “Mujahid said: It is Al-Tur and what is around it. Al-Dahhak said: Ilya and Jerusalem. Ikrimah and Al-Suddi said: It is Jericho. Al-Ash’ari said: It is Damascus, Palestine, and some of Jordan. Qatada said: It is all of Al-Sham. Ka’b said: I found in the revealed Book of God that the Levant is God’s treasure on His land and that most of His servants are in it.”

Al-Zamakhshari — Al-Kashshaf

Al-Zamakhshari — Al-Kashshaf, Al-Ma’idah: 21 “{The Holy Land} means the land of Jerusalem. It was said: Al-Tur and what is around it. It was said: Al-Sham. It was said: Palestine, Damascus and some of Jordan. It was said: God named it for Abraham as an inheritance for his son when he was raised on the mountain, so he was told: Look, you have what your sight can see, and Jerusalem was the residence of the prophets and the dwelling place of the believers. {Allah has written for you} He divided it for you and named it, or wrote on the Preserved Tablet that it is yours.”

Al-Tabarsi — Majma’ al-Bayan

Al-Tabarsi — Majma’ al-Bayan fi Tafsir al-Quran, Al-Ma’idah: 21 “{O my people, enter the Holy Land} which is Jerusalem according to Ibn Abbas, Al-Suddi and Ibn Zayd. It was said: It is Damascus, Palestine and some of Jordan according to Al-Zajjaj and Al-Farra’. It was said: It is Al-Sham according to Qatada. It was said: It is the land of Al-Tur and what is around it according to Mujahid. The Holy and Purified Land was purified from polytheism and made a place and a residence for the prophets and the believers. {Which Allah has decreed for you} meaning He has decreed in the Preserved Tablet that it is for you.”

Abu al-Su’ud — Irshad al-Aql al-Salim

Abu al-Su’ud — Irshad al-Aql al-Salim ila Mazaya al-Kitab al-Karim “{O my people, enter the Holy Land} He repeated the call with the honorific addition out of concern for the matter and exaggeration in urging them to comply with it, and the land is the land of the Holy House, it was called that because it was the resting place of the prophets and the dwelling place of the believers.”

The Three Meanings of “Kataba” — Not Just Permanent Ownership

Al-Suddi explained: the meaning of “He wrote” in this place means “He commanded.” Qatada said: “They were commanded to do it just as they were commanded to pray, give zakat, perform Hajj and Umrah.”

Al-Jalalain states: “{Which Allah has assigned to you} He ordered you to enter, which is Al-Sham.”

Al-Razi in al-Tafsir al-Kabir identifies four aspects of the meaning of “Allah has written for you”:

Al-Razi — Al-Tafsir al-Kabir, Al-Ma’idah: 21 “In His statement {Allah has written for you}, there are aspects: One of them: He wrote in the Preserved Tablet that it is for you; the second: Allah gave it to you; the third: He commanded you to enter it… Ibn Abbas said: It was a gift, then He forbade it to them due to the evil of their rebellion and disobedience. It was said: Although the wording is general, what is meant is specificity, so it became as if it was written for some of them and forbidden for others. It was said: The promise in His saying {Allah has prescribed for you} is conditional on the restriction of obedience, so when the condition was not met, the condition was not met. It was said: It was forbidden to them for forty years, so when the forty years passed, what was written happened.”

==The Christian who cited one of these four aspects — the Preserved Tablet reading — without mentioning the other three has selectively quoted the interpretive tradition. The aspect that is most relevant to the question of ownership is the fourth: the promise was conditional on obedience. When the condition was not met, the promise was suspended.^^


Habitation Is Not Ownership — The Linguistic Argument

The Christian also clings to the verb “inherited” (waritha) and the concept of “dwelling” (sakana) as establishing ownership. Both fail under linguistic examination.

“Inherited” — the one who inherits something is not its original owner. The Egyptians inherited the Pharaonic civilization without being its source. The Children of Israel inherited the land for a period — they were not its original inhabitants. Inheritance confirms that the land passed to them from others, not that it was originally theirs.

“Dwelt in this city” — residence is not ownership. A person who lives in Kuwait does not own Kuwait. A person who stays in a friend’s apartment does not own the apartment. The Quranic instruction to “dwell in this city and eat from it wherever you wish” describes habitation, not title deed.

Al-A’raf 7:161 ﴿وَإِذْ قِيلَ لَهُمُ اسْكُنُوا هَٰذِهِ الْقَرْيَةَ وَكُلُوا مِنْهَا حَيْثُ شِئْتُمْ﴾

“And when it was said to them, ‘Dwell in this city and eat from it wherever you wish…’” (Al-A’raf: 161)

None of the classical tafsir use the language of “returning ownership” for this verse. They use the language of “dwelling” and “habitation.” Original ownership was never attributed to the Children of Israel — they inhabited land that already had original inhabitants.


Who Are the People Moses Was Addressing? The Quran’s Answer

The Quran itself answers who “the people” that Moses was addressing actually were. They were not Jews. They were Muslims.

Yunus 10:84 ﴿وَقَالَ مُوسَىٰ يَا قَوْمِ إِن كُنتُمْ آمَنتُم بِاللَّهِ فَعَلَيْهِ تَوَكَّلُوا إِن كُنتُم مُّسْلِمِينَ﴾

“And Moses said, ‘O my people, if you have believed in Allah, then rely upon Him, if you should be Muslims.’” (Yunus: 84)

Al-Ma’idah 5:44 ﴿إِنَّا أَنزَلْنَا التَّوْرَاةَ فِيهَا هُدًى وَنُورٌ ۚ يَحْكُمُ بِهَا النَّبِيُّونَ الَّذِينَ أَسْلَمُوا﴾

“Indeed, We sent down the Torah, in which was guidance and light. The prophets who submitted [to Allah] judged by it.” (Al-Ma’idah: 44)

The magicians who believed in the message of Moses testified that their faith was Islam:

Al-A’raf 7:126 ﴿وَمَا تَنقِمُ مِنَّا إِلَّا أَنْ آمَنَّا بِآيَاتِ رَبِّنَا لَمَّا جَاءَتْنَا ۚ رَبَّنَا أَفْرِغْ عَلَيْنَا صَبْرًا وَتَوَفَّنَا مُسْلِمِينَ﴾

“And you do not blame us for anything except that we believed in the signs of our Lord when they came to us. Our Lord, pour out upon us patience and let us die as Muslims.” (Al-A’raf: 126)

Even Pharaoh, at the moment of drowning, acknowledged that Moses’s message was Islam:

Yunus 10:90 ﴿آمَنتُ أَنَّهُ لَا إِلَٰهَ إِلَّا الَّذِي آمَنَتْ بِهِ بَنُو إِسْرَائِيلَ وَأَنَا مِنَ الْمُسْلِمِينَ﴾

“I believe that there is no god except that in whom the Children of Israel believe, and I am of the Muslims.” (Yunus: 90)

The people Moses was addressing were Muslims. The land was written for Muslims. There is no religion with God except Islam. The righteous servants of God — those who establish His religion — are the inheritors of the earth, regardless of their ethnicity.

Al-Anbiya 21:105 ﴿وَلَقَدْ كَتَبْنَا فِي الزَّبُورِ مِن بَعْدِ الذِّكْرِ أَنَّ الْأَرْضَ يَرِثُهَا عِبَادِيَ الصَّالِحُونَ﴾

“And We had already written in the Psalms, after the remembrance, that the earth will be inherited by My righteous servants.” (Al-Anbiya: 105)

The earth — all of it, not just Jerusalem — belongs to the righteous servants of God.


The Conditional Nature of the Grant — Obedience and Disobedience

The grant of the land to the Children of Israel was not permanent or unconditional. The Quran makes this explicit.

Al-Ma’idah 5:26 ﴿قَالَ فَإِنَّهَا مُحَرَّمَةٌ عَلَيْهِمْ ۛ أَرْبَعِينَ سَنَةً ۛ يَتِيهُونَ فِي الْأَرْضِ ۚ فَلَا تَأْسَ عَلَى الْقَوْمِ الْفَاسِقِينَ﴾

“He said: Then it is forbidden to them for forty years, while they wander throughout the land. So do not grieve over the wicked people.” (Al-Ma’idah: 26)

Al-Shawkani in Fath al-Qadir explains: “{Forbidden to them} meaning to these disobedient ones because of their refusal to fight the tyrants {for forty years}… So this prohibition does not contradict what was mentioned previously in His statement: {which Allah has prescribed for you}, for it is written for whoever remains of them after this period.”

Al-A’raf 7:128–129 ﴿قَالَ مُوسَىٰ لِقَوْمِهِ اسْتَعِينُوا بِاللَّهِ وَاصْبِرُوا ۖ إِنَّ الْأَرْضَ لِلَّهِ يُورِثُهَا مَن يَشَاءُ مِنْ عِبَادِهِ ۖ وَالْعَاقِبَةُ لِلْمُتَّقِينَ﴾

“Moses said to his people, ‘Seek help through Allah and be patient. Indeed, the earth belongs to Allah. He causes to inherit it whomever He wills of His servants. And the [best] outcome is for the righteous.’” (Al-A’raf: 128)

The earth belongs to Allah. He gives it to whomever He wills. The outcome is for the righteous. No ethnic group has a permanent divine title to any land.

Al-A’raf 7:137 ﴿وَأَوْرَثْنَا الْقَوْمَ الَّذِينَ كَانُوا يُسْتَضْعَفُونَ مَشَارِقَ الْأَرْضِ وَمَغَارِبَهَا الَّتِي بَارَكْنَا فِيهَا ۖ وَتَمَّتْ كَلِمَتُ رَبِّكَ الْحُسْنَىٰ عَلَىٰ بَنِي إِسْرَائِيلَ بِمَا صَبَرُوا﴾

“And We caused the people who had been oppressed to inherit the eastern and western regions of the earth which We had blessed. And the good word of your Lord was fulfilled for the Children of Israel because of their patience.” (Al-A’raf: 137)

God gave the land to the Children of Israel because of their patience and their fear of God — a conditional grant based on their state of righteousness, not a permanent ethnic entitlement.

Al-Hajj 22:41 ﴿الَّذِينَ إِن مَّكَّنَّاهُمْ فِي الْأَرْضِ أَقَامُوا الصَّلَاةَ وَآتَوُا الزَّكَاةَ وَأَمَرُوا بِالْمَعْرُوفِ وَنَهَوْا عَنِ الْمُنكَرِ﴾

“Those who, if We establish them in the land, establish prayer and give zakah and enjoin what is right and forbid what is wrong.” (Al-Hajj: 41)

This is the condition for being established in the land: establishing the religion of God. When the Children of Israel abandoned this, the grant was revoked. When the Muslims fulfilled it, the grant passed to them.

Al-Ahzab 33:27 ﴿وَأَوْرَثَكُمْ أَرْضَهُمْ وَدِيَارَهُمْ وَأَمْوَالَهُمْ وَأَرْضًا لَّمْ تَطَئُوهَا﴾

“And He has caused you to inherit their lands, their homes, and their properties, and a land which you have not trodden. And Allah is over all things competent.” (Al-Ahzab: 27)

God transferred the inheritance to the Muslims — explicitly, in the Quran, addressed to the Prophet Muhammad, peace be upon him, and the believers with him.


The Canaanites — The Original Arab Inhabitants of the Land

The Quran itself mentions the Canaanites in the context of this narrative, as Al-Qurtubi records: “The Amalekites and the Canaanites were sitting in the mountains… And God Almighty spoke to Moses and Aaron.” Who were the Canaanites?

The Canaanites were Semitic peoples who came from the Arabian Peninsula to the land of Palestine — which was called the land of Canaan — making them of Arab origin. They spoke the Canaanite language. They built the cities of the land: Jebus (which became Jerusalem), Shechem (Nablus), Beit El, Gaza, Megiddo, and others. They had 118 cities in Palestine. The Children of Israel came and found the Canaanites already living in the land. The original inhabitants of Jerusalem and the surrounding lands were therefore of Arab origin — not Jewish.

The original Holy City that the Children of Israel were commanded to enter was already inhabited by the Canaanites, who were its original builders. The Children of Israel were entering a land that belonged to others. The Quran does not describe this as the Children of Israel “reclaiming” what was theirs — it describes them being commanded to enter and inhabit a land that God had written for them as a dwelling place.


The Bible’s Own Confirmation — The Land Is Conditional on Obedience

Even the Christian scripture confirms that the grant of land to the Children of Israel was conditional on their obedience, not permanent:

1 Kings 9:6–7 — King James Version “If you or your children turn away from following me, and do not keep my commandments and my statutes which I have set before you, but go and serve other gods and bow down to them, then I will cut off Israel from the face of the land which I have given them, and the house which I have sanctified for my name I will cast out from before me; and Israel will become a proverb and a byword among all peoples.”
Deuteronomy 11:16–17 — King James Version “Beware lest your hearts be deceived, and you turn aside and serve other gods and bow down to them. For the anger of the Lord will be kindled against you, and he will shut up the heavens, so that there will be no rain, and the land will not yield its produce, and you will quickly perish from off the good land which the Lord is giving you.”

The Bible itself — the Christian’s own scripture — confirms that the land was given on condition of obedience to God. When the Children of Israel turned to other gods, God said He would cut them off from the land. This is identical to the Quranic principle: the earth belongs to God, and He gives it to His righteous servants.


Conclusion — The Land Is for the Righteous, Not for an Ethnicity Al-Ma’idah 21 does not establish permanent Jewish ownership of the Holy Land. The classical tafsir identifies at minimum three meanings of “He wrote for you” — a decree in the Preserved Tablet, a command to enter, or a gifted habitation — and Al-Razi records explicitly that the promise was conditional on obedience, so when the condition was not met, the promise was not fulfilled. Habitation is not ownership — this is a simple linguistic fact that the Arabic words “sakana” and “waritha” confirm. Moses’s people were Muslims — the Quran identifies them as such in multiple places — and it is the righteous Muslim servants of God who are the true inheritors of the earth, as Al-Anbiya 21:105 states. The Canaanites were the original Arab inhabitants of the land who built its cities before the Children of Israel arrived. God gave the land to the Children of Israel when they were righteous, forbade it to them when they disobeyed, and gave it to the Muslims when they fulfilled the conditions of God’s establishment in the land. The Bible’s own 1 Kings 9:6–7 and Deuteronomy 11:16–17 confirm this same conditional principle. The earth belongs to Allah, and He causes to inherit it whomever He wills of His righteous servants.
